Carter <br />Colorado Division of Minerals & Geology <br />1313 Sherman Street -Room 215 <br />Denver, Colorado 80203 <br />(303) 866-3567 <br />Re: Oxbow Carbon & Minerals, Inc. -Somerset and Sanborn Creek Mines (Permit No. <br />C-81-022), Minor Revision (MR-45) Application for Construction of "C" Gulch <br />Ventilation Shah <br />Dear Mr. Carter: <br />With this submittal, Oxbow is requesting approval of a Minor Revision (MR-45) to the <br />existing approved permit to construct a new mine ventilation shah in order to maintain <br />adequate mine ventilation air flows as mine workings advance to the east. Oxbow has <br />commissioned a mine ventilation study to evaluate overall ventilation requirements. The <br />results of this study will determine whether or not additional fan capacity will be required <br />for the new ventilation shah. The proposed ventilation shafr would be constructed adjacent <br />and immediately to the west of existing Substation No. 3 and north of old Highway 133 in <br />Section 11, T13S, R90W as shown on Map 5-091, Substation No. 3 and "C" Gulch <br />Ventilation Shafr Facilities Site Map. The ventilation shah would be 15 to 24 feet in <br />diameter, extending approximately 450-feet Erom the surface to intercept the Sanborn Creek <br />"B" Coal Seam. <br />Construction of the ventilation shale would involve the following sequential activities: <br />• Establishment of site drainage control <br />• Removal of soil materials from proposed disturbance areas and placement in the <br />existing Substation No. 3 stockpile <br />• Grading of a level pad approximately 80' x 120' and adjacent slopes for the <br />construction staging area and the shaft site <br />• Installation of a temporary modular shop facility and temporary water storage <br />tank and pumping system <br />• Construction of a grouted steel liner-plate collar extending approximately 40- to <br />75-feet below the ground surface <br />• Placement of material from the shah collar excavation adjacent and to the west <br />of the shah <br />• Boring of the initial pilot bore as a raise from underground <br />i • Installation of concrete foundations for the temporary hoist frame and hoist <br />i winches <br />P.O.
