I would prefer to have your individual inputs in my hands <br />by September 1, if possible. <br />I have discussed with Mike the probable course of events and some of. the most <br />significant issues relating to this mine. These issues in part are as follows: <br />1. Considering the revision and change in CCMC's Operations Plan from <br />full-scale phased mining over a 13 year period to an exploration <br />test pit known as the "Dry Mine Plan", I believe the issue of <br />change in the reclamation plan should also be addressed. <br />Specifically, how would the fact that mining only the upper one or <br />. two seams (to stay within the "Dry Mine Plan") affect the <br />cumulative soil chemistry of the overburden to be returned to the <br />pit? Would an increase in SAR occur, for example, since'salts are <br />usually leached downward below the surface but mobilized upward by <br />capillary evapotranspiration and fluctuations in place in the water <br />table, or would the salts be reduced? <br />2. What will be the impact of a potential modification in soil <br />chemistry due to a change in the mine plan have on the plant <br />communities and hydrological regime in and around the mine? <br />3. Since CCMC's (original Parma Res.) sequence of events has been <br />altered (phased mine plan) due to various market or other factors, <br />what plan of attack do they now~have concerning this mine? I feel <br />that their course of action should be presented as a significant <br />modification of the permit application document unless they <br />eventually plan to maintain approximately the same operations plan <br />as before. This issue should be clarified and spelled out. <br />4. If the operations plan is to be drastically modified, then this <br />will probably affect the bond amount. The bond should be <br />recalculated to reflect any major change in the operations plan. <br />5.
