2 <br />! . <br />3. Rill and Gully Stabilization <br />CYCC is presently revising their rill and gully stabilization plan to <br />conform with •t he Division's recently revised policy. With respect to <br />stabilization of excessive rills and gullies, the plan will include <br />diversion of overland flow from eroded areas and methods for blocking and <br />treating gullies which retain sufficient topsoil for successful <br />revegetaion. Gullies which have cut down to overburden will be backfilled <br />and graded. The plan will specify appropriate time frames for completion <br />of the various remedial steps. With respect to permanent gullies, the <br />plan will specify areas of future reclamation where gully formation would <br />be expected to occur and will address management of those gullies. <br />The plan should be submitted as a technical revision to the application. <br />4. Bonding <br />The major issue outstanding with regard to the reclamation bond is the <br />appropriate bond amount for previously revegetated areas. Two options <br />were discussed: a) $200.00 per acre which is the revegetation portion of <br />the existing bond, and b) amore detailed cost figure based on age and <br />status of revegetated stands. In the latter case, 1 and 2 year old stands <br />would be bonded for the full cost of revegetation as would older stands <br />which have not met reference area standards for production and cover. <br />Stands which have met production and cover standards would be bonded at a <br />significantly reduced level. Stands meeting criteria for cover, <br />production, woody density, and diversity would be bonded at the lowest <br />level. <br />A revised bond calculation will be submitted by the permittee by <br />June 3, 1985. If the operator opts for option b described above, it will <br />be necessary to collect data this summer.
