Based upon our discussions in the meeting, and your letter <br />dated May 13, 1985, I have summarized the status of each issue below. <br />Soil Stabilization Practices <br />Some confusion has existed with regard to whether or not mulching is <br />required on non rotocleared topsoil. CYCC's May 13, 1985 letter requests <br />that mulching not be required. Soil stabilization practices proposed are <br />chisel plowing and contour furrowing which are currently approved for soil <br />stabilization at CYCC Mine No. 3. Given the climatic conditions in Routt <br />County, a surface mulch is generally not of significant benefit with <br />respect to vegetation establishment. Installation of contour furrows and <br />diversions and chisel plowing replaced topsoil should allow the permittee <br />to meet the requirements of Rule 4.15 and the measures will not cause or <br />contribute to air or water pollution. <br />The Item 1 response in the May 13, 1985 letter is accepted by the Division <br />as a complete minor revision application requesting a suspension of the <br />mulching requirement on non rotocleared topsoils and the request is <br />approved by the Division (see minor revision approval attached). <br />Diversion Ditch Installation <br />Based on the extent of gully erosion on long, steep slope segments in Area <br />1 last summer, the Division requested that CYCC "revise their soil <br />stabilization plan to include diversion ditch installation on future <br />reclaimed slopes as well". It was agreed upon at the meeting that CYCC <br />would submit a standard diversion ditch design and would submit a plan <br />(with post mine topographic map) delineating proposed ditch locations, <br />based on slope length and grade criteria.
