ALLEN MINE - File No. C-012-81 <br />Miner Revision No. 1 <br />Adequacy Response <br />This response addresses concerns of the Division in the <br />order that the issues were raised in the letter to CFP~I Steel <br />Corporation dated April 22, 1982. Therefore, these responses <br />are numbered 1 through 4. <br />1. (a.) All topsoil will be removed within the area „ <br />to be disturbed. CF $I estimates that approximately <br />3/4 of~an acre will be disturbed during construction `~.i <br />of tha,,~haft. The removal of 12 inches of topsoil <br />would produce an estimated yardage of 1200 yards3. <br />The figure given in Table 14 of the final permit <br />application is higher because at the time of submission ' <br />of the application it was not known if the shaft was to •;y'I <br />be raise bored or excavated conventionally. Shaft <br />sinking by conventional methods would have required a <br />larger disturbance area which is reflected in the <br />Table 14 figure. <br />(b.) The approximate location of the topsoil stockpile <br />• is shown on drawing ~1. This location may be changed <br />slightly but it will be within the shielded area of the <br />undisturbed-water diversion ditch and will be protected <br />from wind and water erosion. <br />(c.) CF$I proposes to use the grasses mixture shown " <br />on Table 16 (2.05-31) of the final permit application <br />as the temporary seed mix on the topsoil stockpile. As ' <br />the seed will probably be applied by broadcast methods, <br />the application rate will be doubled. CF$I does not <br />plan to plant forbes or shrubs on the topsoil stockpile. <br />Straw mulch will be spread over the stockpile at the <br />rate of 3000 lbs. per acre. As this topsoil stockpile <br />will be fairly small, the mulch will probably be applied <br />by hand. <br />,~~. <br />
