4.2.8 Surface Facilities <br />• The loading facility to be used by NCIG is located on the north <br />side of the Colorado River at Lacy, Colorado, approximately 3 miles <br />west of Rifle, Colorado. The Lacy Loadout facility is part of an <br />existing industrial park (Clough Industrial Park) owned and <br />operated by the Denver and Rio Grande Western Railroad Company <br />(D&RG) (Figure 4.2-3) The industrial park consists of 5 parcels <br />which are presently leased to various industrial concerns, <br />including Valley Lumber and Ideal Basic Cement Company. The <br />loadout is an existing, but presently unused, loading facility also <br />owned by the D&RG for general loading needs. As described above, <br />D6RG has agreed to lease 9.35 acres NCIG of the 7 acre tract within <br />the 163.7 acre industrial park to (Exhibit 2.9-1). The area to be <br />leased (Figure 4.2-3) now consists of loading tracks and a graveled <br />area sufficient in size to allow storage of coal and loading into <br />cars positioned on the tracks. In addition, a ditch and pond <br />system exists outside of the permit area to collect and divert all <br />• off-site surface water around the loadout lease property (Figure <br />4.2-3) The entire property is fenced. <br />NCIG intends to make the following modifications to provide for <br />efficient coal loading and dust and runoff protection. <br />The coal storage area, capable of storing up to 10, 000 tons of <br />coal, will be constructed of a synthetic liner which will be <br />installed below grade. After removing the gravel, a shallow <br />(approximately 1 foot) depression with sloped sidewalls will be <br />excavated and filled with 6 inches of sand. The liner will be <br />installed on the sand overlapping with the native surface. An <br />additional 6 inches of sand will be placed on the liner to protect <br />it from the various loading and unloading operations. The excess <br />material excavated from the depression will be used to create a <br />berm at the edge of the liner to prevent both general runoff from <br />entering the liner system and water from within the liner system <br />• NCIG - Load Out Revision 4-5 ABC/1145/910531 <br />e/s~a <br />
