4.3 Reclamation - 5-Year Permit Period and Life of Operation
•
The overall objective of the reclamation plan is to protect those
lands affected by project development from erosion and to restore
those lands to beneficial use. The reclamation efforts for the
NCIG load out facility, however, will be limited, since the
existing industrial property was designed to be used as a loading
facility. The intended use of the property by its owner will be
restored as required by the lease agreement when the project is
completed. A security deposit of 55000 has been posted by NCIG
with D&RG.
Reclamation will occur at two stages in the project, Post-Construc-
tion and Project Completion. Post-Construction reclamation will
consist of regrading of the existing gravel after completion of the
sediment pond and coal storage area, and seeding and mulching of
the berms and sediment pond, as per specifications provided in the
• Permit C-89-065, 1990 Revision. No other reclamation activities
are anticipated at this stage of the operation.
When either the mining project is complete or NCIG is no longer in
need of the load out facility, whichever comes first, final
reclamation will be started. Final reclamation will include
removal of any residual coal from either the storage pad or
sediment pond, removal of the storage pad, back filling of the
sediment pond, and regrading of the gravel. All "waste" material
such as coal and fines from the sediment pond will be trucked to
the NCIG mine site for disposal in CMLRD approved sites. The liner
will be disposed at an approved landfill. In addition to the items
listed above, all signs and markers, office trailer, and portable
toilet will be removed. The groundwater monitoring well will be
abandoned according to State regulations. Other than restoring the
property to its present condition, no other reclamation will be
required.
• NCIG - Load Out Revision 4-9 ABC/1145/910531
b~sf4-
