4.3 Reclamation - 5-Year Permit Period and Life of Operation <br />• <br />The overall objective of the reclamation plan is to protect those <br />lands affected by project development from erosion and to restore <br />those lands to beneficial use. The reclamation efforts for the <br />NCIG load out facility, however, will be limited, since the <br />existing industrial property was designed to be used as a loading <br />facility. The intended use of the property by its owner will be <br />restored as required by the lease agreement when the project is <br />completed. A security deposit of 55000 has been posted by NCIG <br />with D&RG. <br />Reclamation will occur at two stages in the project, Post-Construc- <br />tion and Project Completion. Post-Construction reclamation will <br />consist of regrading of the existing gravel after completion of the <br />sediment pond and coal storage area, and seeding and mulching of <br />the berms and sediment pond, as per specifications provided in the <br />• Permit C-89-065, 1990 Revision. No other reclamation activities <br />are anticipated at this stage of the operation. <br />When either the mining project is complete or NCIG is no longer in <br />need of the load out facility, whichever comes first, final <br />reclamation will be started. Final reclamation will include <br />removal of any residual coal from either the storage pad or <br />sediment pond, removal of the storage pad, back filling of the <br />sediment pond, and regrading of the gravel. All "waste" material <br />such as coal and fines from the sediment pond will be trucked to <br />the NCIG mine site for disposal in CMLRD approved sites. The liner <br />will be disposed at an approved landfill. In addition to the items <br />listed above, all signs and markers, office trailer, and portable <br />toilet will be removed. The groundwater monitoring well will be <br />abandoned according to State regulations.
