Operator's Outline <br />4. Access in and out of the Hole should he across the east side of the • <br />backfilled Hole north of the mining area. <br />C. Blending with quarry backwall <br />1. Backfilled portions of the Hole should be blended with the adjacent <br />quarry backwall. <br />2. This blending should create a gentle, curved transition between the <br />backwall and the surface of the backfill. <br />3. The purpose is to prevent sharp breaks in the slope gradient that would <br />allow water Flowing down the backwall to erode a hole into the backfill. <br />VIII. Reclamation Key Points <br />A. Base Reclamation versus Enhanced Reclamation <br />1. The Reclamation Plan (Exhibit E) describes this distinction. <br />2. The Base Reclamation (as described in most of Exhibit E) is what is <br />required of Castle Concrete. It is the reclamation that must be <br />implemented to satisfy the permit and the law. <br />3. The Enhanced Reclamation is a publicly funded reclamation that will be <br />implemented at the same time as the Base Reclamation, assuming funds <br />are available to implement the Enhanced Reclamation. <br />B. l.ieneral Sequence <br />1. Reclamation of the most visible mining land (Areas RN, RB, MV, and <br />MS) is to be implemented before reclamation of the less visible land <br />(basically Areas H and SF). <br />2. By mining fast in Areas MV and MS and reclaiming in accordance <br />with the specific sequence, outlined below, this can be accomplished. <br />C. Specific Sequence <br />1. By reclaiming each bench as it is created as described above (see <br />Mining Methods in this outline) the general sequence can be <br />implemented. <br />2. In Area H, little if any reclamation can be done until the enure area is <br />completed. <br />3. Most of Area SF will be the last area to be reclaimed. <br />D. Coordination with Enhanced Reclamation Plan <br />1. When a bench is completed, an area is revegetated, or any other <br />reclamation action is performed, the designated manager of the <br />Enhanced Reclamation Plan should be contacted to see if funds are <br />available for staining, tree planting, etc., as needed. <br />2. In the event funds are not currently available to implement the <br />appropriate Enhanced Reclamation action, the implementation of the <br />Base Reclamation should generally not be delayed until funds are <br />available. In situations where a delay will not influence the quality or <br />effectiveness of the Base Reclamation a delay of the Base Reclamation <br />may be acceptable. <br /> • <br />Page 4 Pikeview Quarry Amendment <br />
