<br /> <br />Mr. Michael Stanton -2- April 11, 1984 <br />stockpiled at the northeast edge of the pit and <br />will be stabilized by the application (25 lbs./ <br />acre) of grass seed consisting of 308 Smooth Brome <br />Grass, 308 Western Wheat Grass, 25~ Orchard Grass, <br />108 Alsike Clover and 5~ Timothy. An irrigation <br />system will be installed to minimize blowing and <br />drifting soils as well as to aid seed germination <br />and growth. <br />Item 2. Area of Project. <br />Our initial application to the Mined Land Reclama- <br />tion Board presented a total picture of mining <br />claims controlled by the Willow Creek mining pro- <br />ject, which amounts to approximately 600 acres. <br />This is not, however, the area to be impacted under <br />the current permit application. As stated in the <br />application, a total of 9.5 acres will be disturbed. <br />The reference to two unlined 10-acre ponds was <br />based on early plans to acquire adequate water for <br />the duration of these limited operations. Further <br />investigation shows water availability to be <br />limited, and the size of the two ponds has been <br />reduced. A current evaluation of water storage <br />needs shows that two ponds will be constructed; <br />one 5'~ acres in area for water storage and <br />settling, and a second clear water storage pond <br />approximately one acre in size. This constitutes <br />a total water impoundment area of 6'~ acres. Com- <br />bined with the one acre of land disturbed by mining <br />and processing, the total area of disturbance is <br />9.5 acres (see Map C-1, attached). <br />Item 3. Hydrologic Balance. <br />As stated in Item 2 above, water needs for this <br />project have been re-evaluated based on the water <br />resources available and the need to maintain a <br />water balance in the area. The applicant has <br />leased two cubic feet per second from <br />Mr. Jim Hennessy, who owns some senior water <br />rights in Corske Creek. The owner of these water <br />rights is responsible for maintaining a water <br />balance to the system. It is neither the capa- <br />bility nor the right of Mr. Jelen to go before <br />the Water Court discussing water rights he does <br />not own. <br />
