• Tectonic Construction, Co. Page 3
MLRB Permit & M-84-099
Technical Revision
the other south, with a floating bond to cover the additional
disturbance before the northern plant are could be reclaimed.
While this was practical in the past, the cost to move the plant
now outweighs the benefits of the move. The plant will remain in
Phase 1 until mining south of the river is complete. We are
installing a conveyor across the river from Phase 1 to Phase 2 and
will convey the pit-run material back to the plant. We have shown
the plant area on the map that accompanies this T. R. , it contains
35 .06 acres. We are using 27 .06 of this area for the processing
plant, pit offices, scale house/scale and product stockpile area.
The remaining 6.00 acres ± is undisturbed at this time and will
remain so until lakes 4 and 5 are mined.
A minor change in the Lake development sequence is required
because of this change. The changes are to renumber all of the
lakes to reflect their order of mining. Since the land under the
processing plant can not be mined until the plant is removed, this
will be the last area to be mined. The bond, as originally calcu-
lated, contained a provision for a floating plant site and while
this no longer is the case it covers leaving part of Phase 1 dis-
turbed for the entire life of the mine.
ADDITIONAL INFORMATION
We have notified Weld County of these changes. They indi-
cated this was not a significant change to the approved Special
Use and no revision was needed. We have a U. S. Army Corp of
Engineers permit for the conveyor crossing and a Weld County
permit to construct the conveyor crossing. We have an approved
Weld County Flood Plane Hazard Overlay Permit as well and our
NPDES permit is still valid. The increase lake evaporative loss
is covered by a current agreement between J Bar B, Inc. and the
St. Vrain Water Conservancy District.
If you have any questions regarding this Technical Revision
please contact myself, Mr. Winston Ferguson (Ferg) at 444-7444 or
Mr. Stevan O' Brian of Environment, Inc. , 423-7297 .
Respectfully S mitted,
TECTONIC CONS UCTION
'Z2;*Robert H.
