the DCF. I3o substantive changes in any of the FOSS for the interfaces of the complex <br />liner system were computed. Thus, the 2-foot thickness placed under 1996 Technical <br />Specifications provides at least the same protection against liner damage incurred from <br />dynamic-loading generated by incorrectly-operating DCF-placing equipment as does the <br />3-feet thickness using the 1994-5 DCF-placement procedures. The synthetic liner has <br />been tested to a pressure of 385 psi, which is in excess of the static loading to which the <br />pad is to be subjected. The static pressures exerted by the DCF-placing equipment, <br />which is low-ground-pressure equipment, were assessed for this 2-foot DCF thickness <br />and are maintained at less than 9 psi, which is the same protection developed for 1994-5 <br />placement methodology. <br />• The 1996 DCF thickness requirements have incorporated an increase in thickness over <br />the 15-inch solution collection pipes that have been designed (since 1994) to lay directly <br />on the synthetic liner. Therefore, the protection afforded these pipes stays as it has been <br />in 1994 and 1995 and may, in fact, be increased with the lighter equipment. <br />Material will be hauled to the on-pad stockpile via side dump, over-the-road trucks. DCF will <br />be piled at the base of slopes greater than 4H:1V. Low-ground-pressure dozers will push from <br />the edge of the pile. The dozers will set their blades, using the tube markers and exposed liner, <br />between 24 and 30 inches, or perhags higher, above the liner. On slopes steeper than 4H:1V, <br />the dozers will push in an uphill direction, both perpendicular to the slope and at small angles <br />to this perpendicular push, in order to "fan" material over the uphill slopes while keeping the <br />material buttressed with DCF at the base of the hill. The dozers will track up and down the <br />slope. As the dozer returns to the base of the slope to pickup material, it will again push at a <br />height between 24 and 30 inches. Ultimately, at the time sufficient material is laid out along <br />the push route or slope to cover the entire slope, the dozer will begin to reduce the height to <br />closer to 24 inches. <br />Again, CC&V appreciates the efforts that all of the OMLR staff have made to assist CC&V in <br />developing the necessary information to assure that the DCF will be placed at no less than 2-feet <br />and that the 2-foot cover is at least equally protective of the underlaying components of the <br />complex liner system. <br />E. <br />Environmental Affairs <br />Attachment: a/s <br />FTI.E: CC&VSTIP.006 <br />5 <br />
