<br />EXHIBIT C <br />Mining Plan <br />(a) Operation commenced 1978 and is tentatively scheduled until 2019. <br />(b) The depth of the salvaged topsoil to be used for reclamation will be 3-4 inches thick. The <br />topsoil for this site will be located separate from other stockpiles and out of the way of <br />mine traffic and drainage ways. The topsoil will be stockpiled and stabilized with prosso <br />millet to act as a cover crop for the establishment of a perennial grass cover such as <br />Western wlteatgrass. Once it is determined the topsoil will not be used within one year of <br />being stockpiled, the above method will be commenced. <br />(c) There will be no overburden removal or stockpiling. <br />(d) The thickness of the sand and gravel to be mined varies from six to hvelve feet. <br />(e) Major components of the mining operation consists of mine pit and haul road. <br />(t) The disturbance [o the land surface consists of the pit excavation; topsoil stockpiling and <br />stockpiling of concrete riprap brought in from another site. <br />(g) Dimensions of existing roads- No improvements necessary on existing road. Access to pit <br />area will be directly off of County Rd 3 J. <br />(h) No groundwater will be encountered, as the natural groundwater elevation is considerably <br />lower than any of the proposed excavation. Since no water usage or groundwater is <br />expected to be encountered, there is no expected impact or injury to existing water rights. <br />(i) This mining operation should not affect the quantity or quality of the surface or <br />groundwater. <br />Q) Colorado water laws and regulations governing injury to existing water rights will not be <br />affected. The mined area is adjacent to a normally dry ephemeral channel and mining <br />should not affect flow. <br />(k) No refuse attd acid or toxic producing materials will be exposed during mining. <br />(I) Measures taken to minimize disturbance to the It}-drologic balance consists of the mining <br />operation to expose a minimal amount of surface area for mining at any given time. As <br />excavation continues, the disturbed area is to be back sloped to reduce runoff <br />possibilities. The lower area of the operation is flat and porous enough to slow any <br />runoff from the operation. A natural grass buffer zone will remain adjacent to the <br />drainage exiting the pi[ site, thus minimizing the potential for off-site damage. The soil <br />in the affected mined area should not present any reclamation problem with standing <br />precipitation due to its porous consistency. <br />(m) No material will be processed on site. <br />(n) Sand/gravel; Road maintenance. <br />(o) No incidental products to be mined or extracted by the proposed operation. <br />
