Immediatedly upon reeipt of your letter, I contacted Mrs. Mildred Alsdorf, County Clerk and Recorder of Garfield County regarding your statement in the captioned letter that she informed you that the "particular papers", which are the substance of TR-9, were only placed in her office on October 1, 1991, and that this was the first time she saw them. Mrs. Alsdorf told me on October 11, 1991, that you apparently misunderstood her when you made the call to which you refer in your October 9, 1991, letter. The only "new" papers which were received in her office on October 1, 1991, was a copy of the transmittal letter from NCIG Financial, Inc. to the Division, submitting the various replacement figures and maps, which were the substance of TR-9. The replacement figures and maps were in her offices but, as I indicated in my October 4, letter, had not been inserted into the appropriate volumes of the permit. I per- sonally did so on October 1. While I stood with Mrs. Alsdorf at the front counter of the County Clerk's office and discussed the matter of the "missing" papers, one of the employees of the office came to the counter with a set of papers, asking if these are the missing papers? They were and I proceeded to insert them into the Volume I, stamping each page with the day-stamp of October 1, 1991.
