October 22, 1997
R~cFivFc
OCT 2 4 1997
Mr. Kent Gorham
Senior Environmental Protection Specialist ,n,isicn a „~,~~~.1d5"uccte2Y
Division of Minerals and Geology
215 Centennial Building
1313 Sherman Street
Denver, CO 80203-2273
RE: Mid Term Review Responses for September 16, 1997 Comments
New Elk Mioe (Permit C-81-012)
Dear Mr. Gorham,
iii iiiiuiiuiuiii
99
Attached aze two (2) copies of Picketwire Processing, LLC's responses to the CDMG's September
16, ]997 mid term review comment letter for the New Elk Mine. The responses below are
submitted in the same order as your comment letter.
The operations and facility structure information on pages 2.05-5 through 2.05-8 have been
updated to provide a detailed narrative description. Maps 3, 11, and ] 2 have been identified as
providing the permit and disturbance area boundaries for the mine. Structure names on Table
19, Surface Facilities List, Exhibit 28, Bond Calculation, and Maps 11 and 12, Surface Facilities
and Roads, have also been revised to be consistent. Table 19 also identifies which facilities
were constructed prior to August 3, 1977. Maps 11 and 12 show the location of these facilities.
Most of the areas where new facilities have been build were previously disturbed by
development waste or mining activities from the eazly days of operations, or facilities have been
upgraded at the same location previously used. As a result, no specific lines have been drawn
on Maps 11 or 12 to show pre- or post-law disturbance, however, the description of these
facilities should be sufficient to satisfy the objective of the regulation.
2. See response to Number I above. Updated information has been provided as indicated.
3. The section related to the RDA has been reviewed and rewritten to incorporate the design
provided in CTL/Thompson's May 10, 1995 report. Pages 2.05-28 through 2.054 have been
revised. CTL/Thompson has also reviewed the designs of both the RDA and the Development
Waste Pile and have provided a certification of the as-built conditions. These certifications
should be placed in Exhibit 30, Geotechnical Study -Coal Processing Waste Banks, of the
permit.
5990 Greenwood Plaza Blvd. • Sui[e 250 • Englewood, Colorado 801 l l
Phone (303) 850-0930 Fax (303) 721-9298
Environmental Planners, Scientists and Engineers
