+' <br /> <br />Mesa County Planning Department and the Commissioners have, since 1985 <br />willfully tried to suppress this designation through such ex parts action such <br />as passing regulations (MCM 85-88) removing the designation. <br />Mesa County Planning, as part of the review process for granting <br />conditional use permits, asks that aT1 involved agencies and interested, or <br />complaining parties, comment on the granting of permits for Parkerson's grave] <br />operation. Summaries of these comments are presented to the commissioner's for <br />consideration. <br />Attached are several documents, found in the Planning Commissions file for <br />Parkerson Construction. While re ]avant to the granting of permits, these <br />documents have been suppressed from Planning summations to the Commissioners: <br />A. Federal Crop Insurance form FCI-6, to Vea1e Agency from Charles E <br />McKim, dated 25 February, 1991. This letter suggests reduction in crop <br />insurance coverage because of 32 Road pit. <br />B. Letter to Mr. Ron Crist from H. J. Larsen, Plant Pathologist, Orchard <br />Mesa Research Center, dated April 21, 1988. This )attar says dust from <br />gravel pits cause poor tree and fruit growth. <br />C. Letter To Whom It May Concern from Brant R. Harrison, Commercial <br />Pesticide Applicator, dated February 25, 1991. This letter advises dust <br />from the gravel pits is stunting growth. <br />D. Letter to Mesa County Planning Department from Scott J. Miller, Air <br />Pollution Control Engineer, dated February 6, 1990. This letter suggests <br />the 32 pit road be chemically stabilized <br />E. Letter to Mesa County Planning Department from James M. Sou 1e <br />Engineering Geologist, Colorado Department of Natural Resources, dated May <br />2, 1990. This letter suggests water for the 31 Road pit not be ponded to <br />curtail ground water contamination. This recommendation is in conflict <br />with Mined Land's requirement to place ponds [43-32-116(7)(b)). <br />This letter also talks about the possibility of chemicals returning to the <br />river and an upgraded haul road. <br />F. Memo to Mesa County Planning from C.I. Dunn Jr., Colorado Department of <br />Highways, dated 1-28-86. This ]otter comments that the intersection of 32 <br />Road and C 1/2 Road should be moved to allow for speed change Lanes and a <br />Left turn lane. <br />G. Letter to Mesa County Planning from Albert C. Ruckman, P.E., Western <br />Colorado Testing, dated January 20, 1986. This letter responds to the <br />State Highway's letter (ATT. F). It was written 8 days before the Highway <br />letter, strongly suggesting conspiracy to eliminate a safety problem. <br />H. Letter to Mesa County Planning Department from Albert Ruckman, P.E., <br />Western Colorado Testing, dated January 14, 1986. This letter states <br />wastewater is available for dust control. Water records show Parkerson <br />Construction applied for the waste water during the spring of 1992. The <br />32 Road pit has been in operation without water to meet State Emissions <br />permit for five years. A11 citizen complaints tc State Health about no <br />water for dust abetment are ignored. Moreover, no water has been available <br />-4- <br />
