<br />These operational aspects have been defined in the opera- <br />tions plan for the facility approved under the rules and regula- <br />tions of the CMLRD. <br />Section 4.10.4(4) of the CMLRD regulations for Coal Proces- <br />sing Waste Bank Performance Standards - Construction Require- <br />ments, require the placement of a minimum of 4 feet of the best <br />available non-toxic and non-combustible material over coal <br />processing wastes. Numerous studies have been conducted through- <br />out the western United States which deal with reclamation and <br />revegetation of coal processing waste banks. Many of these <br />studies focus on the analysis of revegetation success with less <br />than 4 feet of cover material over the refuse. The intent of this <br />evaluation is to present information in support of a variance for <br />the 4 foot cover requirement. <br />Presented in the following sections of this application is a <br />review of the past activities which have taken place at various <br />mines in the region concerning coal processing waste bank <br />reclamation. Specifics are also presented for the Mt. Gunnison <br />No. 1 Mine. These include the physical and chemical nature of <br />the refuse material, revegetation standards, rooting characteris- <br />tics of species to be utilized, summary of a revegetation test <br />plot program, and comparison of revegetation standards to test <br />plot data.
