iii iiiiiiiiiiiiiiu <br />999 <br /> <br />1.0 INTRODUCTION <br />West Elk Coal Company operates the Mt. Gunnison No. l <br />Underground Coal Mine located approximately 10 miles east of <br />Paonia, Colorado. Facilities and environmental resources of the <br />mine site have been described in the main text of the Mining and <br />Reclamation Plan as presented in the application for permit C- <br />007-80. <br />Included in the on-site facilities is the Lower Waste Coal <br />Disposal Area which will contain mine development waste as well <br />as coal processing wastes. These wastes include roof and floor <br />material, breaker refuse and some prep plant refuse. Operations <br />of this disposal area include a phased approach to the placement <br />of waste materials. Each of the 5 currently planned phases <br />includes: <br />o Salvage and temporary storage of topsoil and subsoil <br />material; <br />o Drainage control around and within the disposal area; <br />o Placement of waste materials; <br />o Backfill and grading of topsoil and subsoil; and <br />o Establishment of vegetation adequate for erosion control <br />and postmining land use. <br />..,. <br />
