the current progress of reclamation at the west mine and at the east mine. <br />BRL revised pages 1 through 35, 59, 60, 60a, 60b, 76 and 77 of Part 2.05 of Volume 1 of <br />the permit application. Also, Figure 2.05-6 and 2.05-6a of the "Final Abandonment" tab <br />in Volume 6a were revised. The Division has several questions regarding these pages: <br />a. On revised page 60b of the submittal dated January 23, 2003, it is stated that <br />there are 14, 000 cubic yards of coal waste remaining at the Timber Storage <br />Area. However, the value of 17,000 cubic yards is used on revised page 31 <br />and in the cover letter. Please reconcile this difference. <br />In the submittal dated March 28, 2003, BRL stated that 17,000 cubic yards is <br />the correct volume. Pages 31 and 60b of Section 2.05 were revised. However, <br />please refer to additional questions in item number 4 above concerning these <br />two revised pages. <br />b. On revised page 31 of Section 2.05.3 and revised page 60b of Section 2.05.4 <br />of the submittal dated January 23, 2003, it is stated that the Highway <br />Stockpile has been reclaimed. Please revise the text to state that the site has <br />been temporarily stabilized. The actual reclamation will take place at a later <br />date. At that time, the embankment material from the side road overpass will <br />be used as fill for the site. <br />In the submittal dated Mazch 28, 2003, BRL revised the text on pages 31 and <br />60b of Section 2.05. However, the year that the temporary stabilization was <br />performed differs between the two pages. Please revise. <br />c. On revised page 24 of the submittal dated January 23, 2003, the West Ridge <br />Waste Pile is described as being completed and covered and seeded. However, <br />field inspections show that the waste pile has lzad some recent additions and <br />that these additions have not been covered and seeded. Please revise this <br />section accordingly. <br />The Division has no further concerns. Page 24 of Section 2.05 was revised in <br />the submittal dated March 28, 2003. <br />d. In the submittal dated January 23, 2003, a revised Figure 2.05-6, entitled <br />"Permanent Mine Seals" was submitted. However, the information in the <br />revised figure is not the same information found in the approved mine sealing <br />plan. The approved mine sealing plan is shown in Figure 2.05-6 in the Final <br />Abandonment Tab of Volume 6A and further described on pages 77 and 78 of <br />Section 2.05.4 of the permit application. In the approved plan, portals are to <br />have a seal of concrete blocks or similar type material, and then backfilled <br />with at least 25 feet of incombustible material. Revised Figure 2.05-6 shows <br />
