Many of the <br />jurisdictional. wetlands will be avoided, but some wetlands will <br />be excavated and the haul road will require some fill within <br />wetlands. Based on the details provided, we concur with your <br />consultant that the crossing design utilizing pilings will not <br />have the effect of a discharge of fill material and therefore r;+ <br />does not require a Department of the Army permit. <br />.. <br />Although a Department of ,the Army permit is not required, we <br />would like to provide several comments on this mine project: ~! <br />1. Routt County FSMII Mapping for the 100-year floodplain does <br />not cover <br />the project site and ends approximately one-half mile ~~ <br />. <br />upstream. Visual observation of Yampa River flown this spring :A <br />and the fact that this aite.is located at the confluence of two <br />streams.furthe:r supports large stream buffers and consideration :~+ <br />of mine impacts on.the floodplain. Avoiding wetlands and areas }! <br />adjacent to streams will help to protect riparian vegetation and '^ <br />allow overbank flooding and utilization of the floodplain (to >~ <br />dissipate energy during runoff and hopefully help prevent pond <br />capture). We recommend further consideration of larger buffers <br />in the northwest corner from wetland boundary point #887 to #925. <br />Depending on results of an independent evaluation of floodplain, ' <br />larger buffers may also be appropriate adjacent to Trout Creek <br />along the sough and western edges. <br />2. Pit reclamation should include shallow eloped pond edges <br />(lOH:lV) to help add diversity to the large reclaimed waterbody. <br />Wetland vegetation will add to site aesthetics, assist with ;,~. <br />_ - _ ehoreliaesmeion,.: -and imprcie habitat -for aquatic- orgarrts~-and- " :;, <br />wildlife, it :ia recommended that all excavated wetlands <br />vegetation be salvaged and replanted to assist in this effort. ,f <br />3. The applicant is encouraged to coordinate with and seek <br />advice from the Colorado Division of Wildlife concerning fish <br />stocking plane and pond management. <br />
