The 71-acre site is located south of Milner between <br />Trout Creek and the Yampa River immediately downstream (west) of <br />the Routt County Road 179 bridge. The legal description is <br />defined as the SE lj4 of Section 15, Township 6 North, Range 86 <br />bleat, Routt County, Colorado. <br />Haled on a site inspection by Susan Bachini Nall of this <br />office on May 31, 2000, we determined that your wetland boundary <br />delineation is accurate with minor revisions. Those revisions <br />were made in the field during the site inspection. One area of <br />question was the mapping of ordinary high water (OHW) mark of the <br />Yampa River at the northwestern corner of the property. During <br />the site inspection, river flows were high and the channel was <br />flowing well outside the map marked channel. Few wetland plants <br />were observed (as they were underwater and we are unable to <br />ascertain which submitted photographs depict this area) and this, <br />along with the wetted perimeter, depth and velocity of water, and <br />the accumulation of debris, made the detez<nir_ation of OHW mask <br />difficult. A subsequent visit to this area confirms the mapped <br />OHW mark; yet, observations of normal high water should not be <br />discounted. The a tual location of river flows during normal <br />high water are very important when considering the necessary <br />setbacks and the long term management for this property. <br />The plan referenced below is an accurate depiction of the <br />limits of Federal jurisdiction under Section 404 of the Clean <br />Water Act.
