<br />• 1/20/95: DMG receives citizen complaint from <br />Mr. McKennison day after request for formal <br />hearing was faxed). Complaint alleged that <br />updated pages of TR-10 were not available in the <br />Garfield County Courthouse for public inspection <br />(Exhibit 2) <br />• 1/23/95: (first working day following receipt of <br />complaint) DMG inspects NCIG's records at the <br />Garfield County Courthouse. Inspection shows <br />that all updated pages of TR-10 were indeed <br />available and readily accessible to public <br />II. TR-10 (Reclamation Plan) <br />A. Rule 4.14.2(2) requires backfilling and grading to Approximate <br />Original Contour with allowance for terraces, if terraces are: <br />1. compatible with postmining land use <br />2. of a width and spacing approved by the Division <br />3. have outslopes of 2:1 or a minimum static safety <br />factor of 1.3 <br />L <br />
