l~. ~ • • <br />sECTION ~.o <br />POTENTIAL HAZARDS <br />Hydrogen cyanide (HCN) is highly toxic. While the equipment and <br />controls have been designed to ensure safe operation, malfunctions <br />or operator error may create conditions which are potentially <br />J hazardous. The purpose of this report is to analyze the equipment, <br />its controls and operation, to identify these potential hazards. <br />Recommendations are made for safe operating and maintenance <br />J practices to minimize the possibility of accident and injury. <br />~-while operating normally, the scrubber is designed to remove 99.9 <br />- of the HCN contained in the air stream drawn from the pH Adjustment <br />Tank, the Carbon Safety Screen and the Tailings Hopper. This <br />results in the discharge from the stack containing less than 1-2 <br />_ pgm HCN, well below the TLV of 10 ppm for a normal 8-hour workday, <br />and below the odor threshold of 2-5 ppm. <br />Malfunction of equipment or controls, or errors by operaitors, could <br />` result in higher concentrations of HCN being discharged from the <br />system during operation. Incorrect procedures during maintenance <br />could result in exposure to residual HCN qas in enclmsed spaces <br />such as tanks or hoppers. Any of these conditions could result in <br />hazardous conditions.
