<br /> <br />EXHIBIT D <br />Permit #M-96-049 <br />The rate of mining will directly relate to the demand for construction materials in Summit <br />County. Generally we believe the mine will progress according to the following timetable: <br />Year / Construct roads, prepare the ground in the process plant area, and <br /> begin excavation of an augmentation pond (Mining Cell 1). <br />Year 2 Erect equipment in the process plant area, construct field conveyor <br /> and roads, excavate the augmentation pond, begin stripping and <br /> mining in Mining Cell 2. <br />}'ear 3 Complete mining in Cell 2. Stripping and mining of Mining Cell ? <br /> begins in July 1999. <br />Years 4 through 9 Mining of Mining Cell 3 and Mining Cell 1. <br />Years 9 through 17 Mining of Mining Cell 4. <br />Years /7 through 21 Mining of Mining Cell 5. <br />Years 21 through 27 Mining of Mining Cell 6 (process plant area). <br />Years 27 thro:igh 30 Breakdown of equipment and final reclamation. <br />The following equipment will be utilized in [his operation: <br />Dragline Loaders (5) Field conveyor Standby generators (3) <br />Feeders (2) Screens (5) Crushers (3) Stacking conveyors <br />Dozer Road grader Wash plant Electric control vans <br />Concrete plant Haul trucks Asphalt plant Fuel tank <br />Classifier Shop buildings Office Scale <br />Portable toilets Fuel truck Mechanic trucks <br />Bottled water Ready mix concret e trucks <br />In order to gain an understanding of the extent of the mining operation, it is helpful to know the <br />acres disturbed by different aspects of the mine. We have selected a point in time where the <br />mining disturbance could be at its maximum. This occurs during the mining of the southern end <br />of Mining Cell 3. At this time, the roads and field conveyor will be at the longest length and <br />several hundred feet of Lakeshore will be under reclamation. The following acres of disturbance <br />apply at this time: <br />Mining Area, Including the Location of the Drag Line & Windrow I S acres <br />Topsoil and Overburden Stockpiles 4 acre <br />Roads 5 acres <br />Field Conveyor 2 acre <br />Processing Plant Area 24 acres <br />Lakeshore Final Graded With Topsoil and Overburden 4 acres <br />Lakeshore Seeded 4 acres <br />Tota/Disturbed Acres 58 acres <br />-it0 <br />i ? <br />.~ /. <br />D-2 <br />
