7c. Boundaries between the roads and the non-road disturbance areas are now clearly
defined. Appropriate designs aze provided for the non-road areas. Designs for the
road areas are not shown in detail since these areas are exempt.
7d. The primary drainage tributazy to area A empties onto a relatively flat azea of the post-
reclamation topography. Extensive deposition is expected as flows from the
undisturbed azea enters in this location. Provisions have been made allowing for much
of the coarser sediment to drop out prior to entering the silt fence containment area.
The primary reason and focus for the Swale design is to treat runoff from the up-
gradient undisturbed slopes as these aze the primary source of sediment.
No other drainage feature of notable size exists above either iA or 1B. Only one
much smaller ephemeral drainage of notable size exists on the road east of area A.
This occurs on a relatively gentle slope. A rocked channel will be constructed to carry
this flow commensurate with the size of the natural channel.
Many other very small erosional features exist in the natural slopes above the site. We
anticipate some problems if heavy runoff events occur. The need for minor repairs is
expected and routine inspections with appropriate measures to stabilize the site will be
routine.
10. See response to Item 7, above. The undisturbed area topography is clearly show on
Map 86.
12. As discussed in my letter of January 29, 2001, mulching is not absolutely necessary at
the East Portal Area. SEDCAD designs and demonstrations were performed assuming
no mulch. Straw mulching following surface roughening could not be properly
crimped while maintaining the benefits of the surface roughening. Therefor, Section
V.I.4.c was amended to allow netting to hold down the mulch instead of crimping in
case mulching was performed.
Section V.I.4.d has also been amended to specifically address more substantial surface
roughening by ripping, track-hoe gouging, or other means as appropriate.
If you have any further questions please contact me at 970-675-4322.
Sincerely,
-~ ~-C/ ' -
Scott Wanstedt
Environmental Engineer
swanstedt(a~deserado.com
enc:
cc: Jeff Dubbert w/o
Max McCoy - BLM
Deena Cabot -Town of Rangely
,r
