Impacts on Surrounding Area <br />The location, size, design and operating characteristics of the proposed special <br />use minimizes adverse e$ects, including visual impacts, impacts on pedestrian <br />and vehiculaz circulation, parking, trash, service delivery, noise, vibrations and <br />odor on sutraunding properties. <br />5-1002 C. Public Facilities <br />Adequate public facilities and services shall exist or shall be provided to serve the <br />special use including, but not limited to, roads, potable water, sewec, solid waste, <br />patios, police, fire protection, emergency medical, hospital and medical, drainage <br />system and schools. <br />Land Use Code Section 5-16 establishes the standards for the Planning Commission to use in <br />reviewing all mining and mineral processing operation applications, which the applicant must <br />address in the Standards Repoli required by Section 4-20b: <br />SECTION 5-I6: MWING <br />The standazds la this Section are intended to mitigate the impacts of mining and mineral <br />processing, including protecting the health, safety and welfare of persons residing is the vicinity <br />and of persons traveling on roads, streets and highways in Sazr Miguel County utilized fox <br />hauling of mined material. This Section also contains provisions to ensuze that the <br />environmental impacts of mining and mineral processing are adequately mitigated. Mitring aad <br />mineral processing operations are also subject to the special use permit provisions of Section 5- <br />10. <br />5-160'1 Applicab[lity <br />The standards and requirements in t}als Section 5-16 shall apply to all mining and mineral <br />processing operations required to obtain special use pemtit approval from the Couary, including <br />any expansion of existing mining and/or mineral processing operations. Mining and mineral <br />processing operations also are subject to applicable review requirt-tnents for Activities of Local <br />and State lnterest, as set forth in Section 5-4, and for Wetland Areas, as set forth in Section 5-22 <br />5-1602 Mitlgatioo of Impacts <br />All on-site and off-site impacts shall be adequately mitigated to protect the health, safety and <br />welfare ofpersons in San Miguel County and to protect the integrity and appearance of the <br />natural environment.
