While the issue that an error message was given in DMG's attempt to remodel Pond 1 is mute, I
reran WFA's input file and the results did not produce an error message on my machine.
The permanent sealing of slope entries, Figure V-1, is also being revised to closely follow the
requirements of Section 4.07.3 and 30 CFR 75.1711-2.
Page V-42 has been modified to allow the use of photodegiadable netting to hold down straw
mulch where surface roughening is used for runoff and sediment retention. Crimping may
reduce the benefits of roughening by smoothing the site.
In addition, the application rate prescribed when hay/straw mulching is used has been modified
from 2.0 tons per acre to 1.0 to 2.0 tons per acre. On Refuse Area 1 only 1.0 tons were used with
no signs of erosion. Specific application rates may be specified for certain areas. For instance,
at the higher application rates it may be possible to demonstrate compliance with settleable solids
criteria without additional runoff treatment.
The revised SEDCAD designs and demonstrations for the East Portal Area were performed quite
conservatively. Surface roughening will be employed to help control erosion with no mulching.
This approach was taken since BME may elect not to seed immediately following earthwork
activities due to potentially dry conditions this spring. Access for equipment back into these
areas will be severely limited once the roads aze resloped. Seed will be broadcast by hand and
ATV regazdless of the timing. Slopes that can be safely traversed with an ATV will be lightly
harrowed following seeding.
A revised Table of Contents is also included for Illustration 44.
If you have any questions please call me at (470)675-4322.
Sincerely,
~~
Scott Wanstedt
Environmental Engineer
scoff ] w~deserado.com
enc:
cc: Jeff Dubbert w/o
Max McCoy - BLM
Deena Cabot -Town of Rangely
