<br />Specific Comments, WAI Responses, April 5, 1995; Page 1 <br />One of the significant areas of concern is the dependence of the habitat on the hydrology. Several <br />items are: necessary in order to establish a framework for making informed decisions regarding the <br />dependancy of the habitat and ecology on the hydrology. <br />What are the baseline hydrologic conditions for the affected drainage? <br />1Vhat is necessary to sustain the habitat? <br />3. What are the hydrologic pathways and yield, spatially and temporally, throughout the <br />affected areas? <br />4. What level of resolution is required to sustain this understanding and monitor conditions <br />over time? <br />5. What monitoring plan and sampling network are needed to answer these questions and <br />used to direct mining operations to insure no adverse affects occur? <br />This effort would entail a system of piezometers to provide data over a specified period to be <br />used to simulate the pattern of surface and subsurface flow in the region. This effort would be in <br />conjunction with the other necessary assessments of the biology and ecology under consideration <br />by DOE, FWS, CDOW and the Colorado Natural Heritage Program. WAI, inc would need to be <br />a partner in this effort. <br />The combined output would specify management practices with a high degree of discrimination <br />within a watershed. One of the products would be the extrapolation of operating performance <br />criteria, procedures and oversight applicable to the mining operations. <br />Until this effort is concluded any conclusions drawn and included in WAI's Response To <br />Adequacy Review Letters of March 14, 1995 Section 16 Sand and Gravel Mine, or March 15, <br />1995 Bluestone Sand and Gravel Mine regarding the hydrology can neither be substantiated nor <br />accepted. <br />mments on Bluestone Amendment Permit Number M-91-035 <br />There is very little difference between the claystones of the Arapahoe and Laramie Formations, <br />but the P.rapahoe Formation has not been mapped as far west as the western edge of RFETS. <br />Page 2 lists the permanent structures within 200 feet of the affected area. The Upper <br />Church Ditch and the McKay Ditch are not listed. These ditches are not in current <br />use but they have not been nor were intended to be decommissioned. (If fact, <br />Broomfield is planning to use Upper Church ditch in the next few weeks to route <br />water to Great Western Reservoir. This is a practice they discontinued in 1989) <br />
