An Incidental Permit Boundary <br />Revision was submitted prior to 1 October 1991. CYCC apologizes for this oversight. <br />MLRD CONCERN: <br />3. The division must request that the facilities azea east of County Road 27, and south of <br />Foidel Creek be incorporated into the permit area and a reclamation plan must be <br />developed for the area. Our request is based upon our discussions during a melting in <br />Denver, between CYCC representatives and Division representatives. During that <br />meeting it was acknowledged by CYCC, that the facility was installed to serve as a <br />blasting agent storage and dispenser facility. As such, the facility is considered an <br />integral component of the Eckman Pazk mine complex and should be permitted as such. <br />CYCC Response: <br />As discussed with the Division, the azea in question was leased to a vendor by the properties <br />management group during the pre-Cyprus era. Given that the vendor constructed the dispenser <br />and storage facilities on what is now ranch property, and that personal communications with <br />Gilbert Lazor (Trout Creek Ranch Manager, former Mine Manager) indicate that the vendor may <br />also have provided products to other mines, CYCC does not feel that the azea in question need <br />be incorporated into the permit area or be subject to a reclamation plan. Please note that Trout <br />Creek Ranch has already had the storage bins and office trailer removed from the site, and <br />intends to remove the concrete footers from the site this coming spring. As such, only the <br />storage shed will remain on the site in question, and this ha historically been utilized for the <br />storage of haying equipment by the ranching operation. Another thing to consider is the amount <br />of disturbance in that vicinity which resulted from the detour of the county road this past year, <br />and which is still being subjected to gravel recovery activities by the county. <br />In light of these factors, CYCC feels that this matter is best deferred to the management of the <br />ranching operation, rather than being subjected to a reclamation plan which may conflict with <br />the interests of the ranch. <br />MLRD CONCERN: <br />4. Some minor additional map reorganization must be requested. We apologize for missing <br />these items during our initial review.
