I don't intend <br /> 2 to spend a lot of time on that issue, but we, as I <br /> 3 stated this morning, read the regs entirely <br /> 4 different from Neil and, in fact, I think we need <br /> 5 them consistently the way the Board has interpreted <br /> 6 them in the past. <br /> 7 When the Board approved the original <br /> a permit, it imposed a condition that the leaching or <br />' 9 processing of water may not commence until the <br /> to operator attains water rights and any necessary <br />1 11 changes in points of diversion or augmentation plan. <br /> 12 These documents must be filed with the <br />I 13 Board prior to commencing leaching or processing <br /> 14 operations. When the Board imposed that condition, <br /> 15 it imposed it pursuant to the regulation that Neil <br /> 16 read this morning.
