Wellington Downs Pit; <br />Permit No. M-1995-035; Response to_ Inspection report Dated March 28, 2006 <br />Deaz Ms. Crosby: <br />On behalf of our client, Connell Resources, Inc: (CRI), please accept the following technical <br />revision information for reclamation permit M-1995-035, Wellington Downs Pit. The technical <br />revision is to provide updated information regazding reclamation plans and activities at the <br />Wellington Downs site and respond to Division of Mining, Reclamation, and Safety (Division) <br />comments following the. Mazch 28, 2006 inspection. The inspection report suggested that lining <br />and backfilling of two CRI mining pits, the Wellington Downs Pit and the Stute Pit (M-1981- <br />007), may have created mounding of the local groundwater table and raised the groundwater lake <br />level on the adjacent Weitzel Pit site (M-1986-050). The inspection report also noted concerns <br />regarding continual surface water discharge from the Weitzel Pit groundwater lake onto the <br />Wellington Downs site. To address the issues presented in the inspection report, an evaluation of <br />local groundwater conditions and an analysis of site drainage were, performed. In addition to the <br />discussion provided below, a figure showing the azea of concern is attached. <br />The Wellington Downs Pit is located approximately 1'/z miles west of Timnath in Larimer <br />County, Colorado. The Wellington Downs Pit was originally permitted for sand and gravel <br />mining in 1996 and includes approximately 109.5 acres. Mining on the site has been completed <br />and reclamation of the pit was started in 2004. Consistent with the approved reclamation plan, a <br />clay lined, below-grade reservoir was constructed in the -pit and approved by the State Engineer's <br />Office (SEO) on July 7, 2005. A partial release for the pit liner was approved by the Division on <br />Apri17, 2006. The Wellington Downs site and lined reservoir is located adjacent to the southern <br />side of the Weitzel Pit groundwater. lakes (see attached Figure).
