D.5.8 Fuel Storage and Use
Diesel fuel will be stored in a 1,000-gallon steel above-ground storage tank, located south of the
maintenance shop. The fuel tank will supply diesel fuel for the heavy equipment used in mining
operations. The tank is placed in a bermed and plastic lined secondary containment area. Fuel is
supplied to the tank by a mine contractor. Fuel use will range from 100 to 200 gallons per day,
with maximum fuel usage occurring while the mine is in full production.
D.5.9 Chemical Reagent Requirements and Hazardous Materials Management
Small volumes of waste oil, crank case oil, antifreeze, and non-chlorinated solvents will be stored
in the maintenance shop or in locked storage containers. Waste products of these chemicals,
collected as a result of routine vehicle and equipment maintenance, will be stored in steel drums
in the maintenance shop, or within a plastic and earthen lined berm area and will be picked up on
a periodic basis by a mine contractor. The majority of vehicle and equipment maintenance will
occur at the mine contractor's off-site facilities or at a maintenance shop located in nearby towns.
These materials will be disposed in accordance with federal, state, and local regulations. Safety
and handling of these chemicals will occur as directed on their respective material safety and data
sheets (MSDS), as required per MSHA.
Calcium chloride will be sprayed on the haul roads within the mine workings, WRA, and portal
area to reduce fugitive dust. These chemicals will be stored in liquid form in a steel 500-gallon
tank located north of the maintenance shop (see Figure C-4).
Emergency contacts, to be used in case of a spill or fire, are posted at the Topaz Mine. Fire
extinguishers are located near fuel tanks, in the maintenance shop, and on each piece of
equipment. Mine personnel have training in the use of fire extinguishers.
D.5.10 Fencing and Site Security
The Topaz Mine area is secured by gates located at the surface facilities azea and the portal. It is
difficult to access the surface facilities from the perimeter of the area due to steep grading. The
site will be secured when unattended.
5-23-2007 Exhibit D Mining Plan D-16
