5. Please provide plans, the total volume to be moved, and an itemized cost for movement of the <br />loose rubble created following blasting, ie; backfilling and/or grading to achieve the desired <br />reclamation contours. <br />6. The July 11, 2003 Mining Evaluation report prepared by Terracon recommends that final <br />grading be done to reduce the potential for ponding of water and to reduce erosion. The Division <br />concurs with this recommendation and requests that the applicant provide a commitment to such <br />measures and a discussion of the final reclaimed slopes to be achieved for the pit floor, stockpile <br />& processing areas, and other moderate or minor disturbed areas. Please respond. <br />7. The reclamation cost provided specifies a unit cost of $1,000 per acre to be applied over 10 <br />acres. Please verify that the cost and acreage provided is consistent with the maximum <br />disturbance criteria of 21 acres, ie: 6 acres of maximum disturbance, 8 acres of moderate <br />disturbance, and 7 acres of minor disturbance at any one time. Since the approved post-mining <br />land use is improved rangeland and wildlife habitat, your reclamation cost estimate will need to <br />address how these land uses will be achieved for the maximum disturbance specified above. It <br />will be helpful to provide acreages for the following categories: highwall benches, pit floor azea, <br />processing & stockpile area, parking & fuel storage areas, and any other disturbed area to be <br />reclaimed. It will also be helpful to specify how these disturbed areas will be reclaimed to <br />achieved improved rangeland and wildlife habitat: ie: ripping or discing to relieve compaction, <br />finish grading to final contours, seedbed prepazation, and revegetation, etc. Please revise the <br />reclamation cost estimate to include itemized costs for reclamation tasks to be performed on these <br />disturbed areas. Please address. <br />8. The July 11, 2003 Mining Evaluation prepared by Terracon indicates that temporary highwalls <br />of approximately 50 feet constructed near vertical should be temporarily stable and maybe <br />maintained with proper safety precautions. Terracon recommends the following safety <br />precautions: 1) Initially mining above the existing highwall should be carefully planned for safety <br />reasons, 2) Anchoring drilling equipment or berming the slope directly above the headwall, 3) <br />Mining in strips to the south to allow for separation of sandstone and limestone beds for <br />production and crushing. The Division concurs with these three (3) recommendations for safety <br />during mining and requests that the applicant provide a commitment to implement these measures <br />during mining. If the applicant disagrees with one or more of these safety measures, they will <br />need to provide a justification for why such measure(s) is not necessary. Please respond. <br />Once again, the Division will look forward to your adequacy response on or before August 8, <br />2003.
