Cattany <br />Division Director <br />Natural Resource Trustee <br />The Division has reviewed your July 15, 2003 application for a technical revision to the Ingleside <br />Quarry, Permit No. M-1980-037. Listed below are adequacy concerns that will need to be <br />addressed in order to approve your application. Since August 14, 2003 is the decision date for <br />your application, we request that you provide a response to these concerns on or before August 8, <br />2003 in order to allow adequate time for review. Please be sure to include two copies of your <br />response. <br />1. Plans for revegetation as presented in the revision application do not include provisions for . <br />conducting fertilizer tests and applying fertilizer. Please note that the reclamation plan of the <br />existing permit includes fertilizer application as part of revegetation of the disturbed areas. Since <br />you will be using fine-grained residual materials left from mining as a seedbed for revegetation, it <br />will be necessary to test the seedbed material for nutrient levels then apply an appropriate <br />fertilizer (if needed) during the revegetation process. Please respond with either a commitment to <br />fertilize as specified in the original application or a justification for why fertilizer is not needed <br />during the revegetation process. Please respond. <br />2. Please provide the minimum replacement depth and volume offine-grained residual material to <br />be applied over the 20 foot wide highwall benches at the time of maximum disturbance. Also, <br />please revise the reclamation cost estimate to include an itemized cost for replacement of this <br />estimated volume of material. Please respond. <br />3. Please provide plans and itemized reclamation costs for reclamation of the north and south <br />outslopes (ends) of the highwall. (Page 4 of the July 11, 2003 Mining Evaluation-Ingleside <br />Quarry prepazed by Terracon includes acceptable suggestions for reclamation of the outslopes). <br />Please respond. <br />4. Please verify whether the blasting unit cost of $1.35 per cubic yard includes the costs for both <br />drilling and blasting or just blasting. If the $1.35 per cubic yard cost is for blasting only, please <br />provide an itemized cost for drilling.
