Rip-loosening to greater depths. however, maY <br />dislodge and ineorporato large boulders that make surface-smoothing and consistent <br />topsoiling difficult, which would compromise the goal of swell-loosened suhsurface. <br />'1'hcreforo t}x:y feel more comfortable with specifying a minimum requirement of one filet of <br />loosened subsoil beneath the placed topsoil. and so specify in amendments to the "Exhibit E" <br />`Reclamation Plan'. <br />Nv a:plosives arc to be used in conjuction with the mining and reclamation operations. All others are off <br />the moss top in areas of no disturbance.
