. 3.4.1 Wetlands <br /> Addressed in the Henderson Overland Conveyor 404 Individual Permit <br /> (Appendix A), wetland mitigation has been chosen as a reclamation alternative <br /> for areas that will be converted from wetland to upland in the construction of <br /> PC3. The wetland mitigation plan calls for the construction of 2.1 acres of <br /> wetland in Area 4 of currently affected land at the Henderson Mill in exchange for <br /> 1.54 acres of wetland impact. The wetland mitigation area located in Area 4 <br /> exists as a wide section along the Henderson railroad grade south of the <br /> proposed location of the PC2 transfer house. The site has adequate hydrologic <br /> conditions from source waters in the adjacent West Fork of the Williams Fork. <br /> Reclamation methods include the excavation of existing fill using dozer, hoe and <br /> shovel equipment, grading to allow catchment and water retention, seeding and <br /> planting of wetland vegetation will be conducted using hand methods, as will the <br /> application of mulch. Soils buried in the construction of the Henderson railroad <br /> • grade will serve as growth media. Wetland disturbances are shown in the <br /> Exhibit C. <br /> 3.4.2 Upland Forest Reclamation <br /> The primary reclamation practice planned for the PC3 Conveyor is revegetation <br /> to forest uplands. Because the timber stands described in Exhibit J (Table 1) are <br /> generally mature, revegetation will focus on planting to species representative of <br /> early successional stages of lodgepole pine forest. Open stands in the project <br /> area that allow filtered light to the forest floor demonstrate that diverse <br /> herbaceous species and conifer regeneration will provide successional <br /> vegetative covers. Grass cover will meet post-mining land use objectives for <br /> rangeland. Local dense cover with small forest openings emphasizing woodland <br /> edge effects will meet objectives for wildlife habitat. To accomplish these <br /> • objectives, final reclamation will include grading to reduce slope gradients for <br /> MR <br /> 16 <br /> January 16.1%8 <br /> Plan dm <br />
