~~~
LOTTBR
July 12, 2004
Brian Wilson, County Engineer
Montrose County
16I S. Townsend
Montrose, CO 81401
Dear Mr. Wilson:
MONTROSE COUNTY
ENGINEERING DEPARTMENT
~~ L~16~
~ U~
Cotter Corporation is applying to the Colorado Division of Minerals and Geology for a Technical
Revision to mine reclamation Permit (No. M-1978-116) on Spring Creek Mesa near Uravan.
Currently, Montrose County Road U-17 ends at Cotter's SM-18 Mine surface Facilities area in
Section 22, T,48N, R.17W. Our revision involves the intent to renew mining at the old Wright
Mine, located in the SW'/4of Section 27. This is on patented mining claims owned by Cotter
Corporation. At this location, County Road U-171ies on a narrow bench. The adit for the
Wright Mine enters the cliff below (south of) the road. Just northwest of the portal
(approximately 300 fr) the bench widens considerably.
Cotter's technical revision proposed crossing County Road U-17 with mining equipment traffic
from the portal to the northeast side in order to utilize the flat area for dumping waste rock, ore
• storage and loading, and other ancillary activities involved with underground mining. The
equipment to be used at the Wright Mine will be small - 5 ton underground haul trucks, 1 to 2
cubic yard loaders, and other small vehicles. It is anticipated at this time that most of the
activities necessitating crossing the road will be during week-day daylight hours.
Cotter's surface activities on either side of County Road U-17 will be in compliance with all
applicable regulations concerning material and supply storage. Stormwater runoff will be
managed by means of berms, silt fences, of catchment areas, as needed.
Cotter Corporation requests that you review this proposal and issue the necessary access permit
for conducting the described activity.
If you need more information, please contact Dick White or Glen Williams, Manager, at Cotter's
Nucla office.
Sincerely,
COTTER CORPORATION
~~~
Dick White
Project Geologist
DW/tlm
County l3nginecq sm-18
Cotter Corporation -West Slope Operations Telephone (9701 864-7347
P.O.
