EXHIBIT L <br /> RECLAMATIOr COSTS <br /> The current reclamation bond is a $24,000; based on a "floating bond" which assumes that as one <br /> of the 15 phased areas is mined out reclamation would begin with no phased area going more <br /> than five years between initiation of reclamation procedures and completion of reclamation. <br /> There currently is more area disturbed then was estimated in the initial reclamation plan. Due <br /> to the larger then planned area of disturbance and the current costs for reclamation, the total <br /> reclamation bond has been recalculated. <br /> Bestway Paving has reclaimed or in the process reclaiming much of the disturbed areas. The pit <br /> bottom on the east side has been reseeded but plant growth has not fully established. While in <br /> the southern portion of the property the operator is in the process of topsoil placement and <br /> seeding. Since the southwestern comer of the site will no longer be included in the mining plan, <br /> the operator will be grading the pit highwalls to a 3H:1V slope and revegetating. <br /> Exhibit C shows the areas currently being reclaimed and the projected date of completion. A <br /> large portion of the site is projected to be reclaimed by spring of 1996 (or within the next year). <br /> Bestway Paving is committed to reclaiming the site quickly so they can release the mined land <br /> for industrial development. Until recently this operation (which has been in operation since the <br /> late 70s) has not had a violation with the Division. In addition, their annual reports have kept <br /> the Division informed of the reclamation progress. <br /> The west and northwest portion of the property is still heavily disturbed by mining activity. <br /> Most of this area has been mined and the product stockpiles are located here. The northwest <br /> comer has not been mined. If it is economical the operator will mine finer material located <br /> below the current. pit floor. Mining below the existing surface will intercept groundwater and <br /> the reclamation plan includes a groundwater lake. <br />
