Present operating conditions were highlighted and <br />several proposals were presented to improve immediate administrative functions <br />and more clearly define respective agency roles. Discussion also focused on <br />future options to significantly alter the responsibility for regulation of <br />mining operati_ons_on-BL. -lands:~Tl~py~gse:}o~'tFi~et ofr~s'''lto-:sa' m~`ff<and <br />At present, BLM functions as the principal agency for review of proposed <br />prospecting activities and inspections of all operations including CMLRD <br />permitted mines. That division of responsibility has benefitted both agencies <br />and has worked quite well for operators. To strengthen this structure of <br />administration, BLM needs to be more clearly identified as the lead agency in <br />those areas. To accomplish that, I would recommend the following procedures <br />be adopted. Those relating to prospecting will be separated from mining for <br />ease of presentation: <br />A. PROSPECTING <br />1. Filing <br />BLM needs to be clearly designated the lead agency for review and <br />operations. CMLRD should continue to be the primary bonding authority. <br />"Notice of Intent to Conduct Prospecting" forms should have no letterhead and <br />be submitted to BLM (BLM provides copy to CMLRD). BLM provides operator with <br />bond forms to be submitted to CMLRD. <br />Review <br />BLM and CMLRD review the Notice and consult on any deficiencies, <br />including bond amount. CMLRD submits "Sufficiency Letter" to BLM. BLM then <br />notifies the operator that the proposed operation is acceptable (with any <br />developed mitigation) and that the bond amount is adequate with CMLRD. In <br /> <br />
