Ms. Errca Crosby
RE: Connell Resowces Glass Grave/ Plt Amendment AM-02
May 5, 2005
5. Explanation of the liner installation means, .methods, materials, dimensions and
descriptions is provided on the attached Exhibit F, Reclamafion Plan dated
November 29, 2004.
6. Revegetation will consist only of seeding with dryland grasses per the proposed
Exhibit F, Reclamation Plan dated October 23, 1986. Planting of trees and shrubs are
not anticipated. Seeding will be consistent with the recommendations provided by
the U.S. Soil Conservation Service in the existing permit.
Rule 6.4.7 Exhibit G -Water Resources
Dewatering to facilitate reclamation of the site will be temporary and of short
duration. Impacts to adjacent wells aze not anticipated. However, if dewatering of
the site impacts a well that was providing beneficial use prior to dewatering such that
the historic water production is impacted, the applicant will implement one or more of
the following measures:
Stop dewatering operations until impacts can be minimised by operational of
seasonal changes.
Provide ah alternative source of water to support the historic well water
production.
Construct temporary recharge ponds between the dewatering operation and
the impacted well. Dewatering flows from reclamation activities would be
used to maintain water levels in the rechazge pond.
However, if the well was not put to beneficial use prior to dewatering to facilitate
reclamation, the applicant should have no responsibility to provide mitigation.
8. The Office of the State Engineer (OSE) has indicated concurrence that no additional
exposed groundwater is proposed in this amendment. The existing well permit and
substitute water supply plan will remain in place until reclamation is complete, the
liner is approved by the OSE, and there is no longer an effect on stream flow. As
stated previously, the lined depression is proposed as part of this amendment, but will
not be constructed to store or retain stormwater runoff.
9. A current Colorado Discharge Permitting System permit through the Colorado
Department of Public Health and Environment exists for dewatering activities at the
site.
