Cattany <br />Arcing Division Director <br />Re: High Mesa Grave/ Pit, Permit No. M-2000-067, Technica/ Revision /TR-021 C/arification ~ <br />Request. <br />Dear Mr. Crane: <br />Staff has begun the review of the Technical Revision (TR) request (TR-02) to allow a hot <br />and cold batch plant to operate on site and reconfigure Phase 1 from 10 to 18 acres. As <br />per staff's telephone conversation with Crane Associates it is understood that the batch <br />plants are portable, custom contracting units that have there own air emissions permitting. <br />For the permit record, please provide a written statement restating the air permit fact. <br />Also, staff request written documentation that these units are portable and will be <br />removed from the site once the project is completed. If the batch plants are to remain on <br />site for an extended time, the reclamation bonding must reflect costs estimates for their <br />removal and clean up which it currently does not. <br />Recently, Beavers Construction did a TR (TR-01) to limit the total disturbance to 10 acres <br />and maintain 3H:1 V slopes at all times to reduce the bond liability. With this TR-02 that. <br />commitment will be null and void. Staff will need a commitment from the operator to <br />limit disturbance to the 18 acres in Phase 1 and maintain the 3H:1 V slopes. Any <br />disturbance outside of this area, including stockpiling of topsoil, processed materials or <br />other disturbance will be considered mining outside of the approved mining area and <br />subject to possible board action and penalties. Before any disturbance to another phase <br />can begin the operator will need to submit a TR advising the Division that the operator <br />wishes to begin mining in said phase and a review of the reclamation costs. Please submit <br />written documentation of the operator's understanding of this provision. <br />
