ROCKY MOUNTAIN <br />MATERIALS ff ASPHALT, INC. <br />1910 Rand Avenue <br />Colorado Springs, CO 80906 <br />Exhibit E-Reclamation Plan <br />Land use: The reclamation plan is designed to return this land to rangeland. Reclamation <br />will be completed in concurrence with the mining plan. Land will be reclaimed in <br />sections, as it is no longer needed for plant site, ponds, stockpiles, or current mining <br />activities. <br />2. Reclamation Performance Standards: The mining and reclamation plan have been <br />designed to initiate reclamation of the land as soon as it is no longer needed and will <br />continue through the life of the mine. Generally an area that is sufficient to sustain 6 <br />months of mining activities will remain open at any time. Topsoil and overburden that <br />has been from strip from current mining areas will be placed on the area to be reclaimed. <br />Mine slopes will generally be excavated to a 1:1 slope. Excess fine material will be <br />deposited at the toe of the slope, then covered with overburden to produce a slope of 3:1 <br />or less. The mine floor, not required far continued plant operations, will be reclaimed <br />with available overburden, excess fines, and topsoil. At the floor edges adjacent to the <br />steep slopes a berm will be provided to prevent slope erosion and erosion of the <br />reclaimed floor area. <br />To the extent practicable the final reclamation will be coordinated with the most desirable <br />season for planting. In this area, fall seeding from early August to October has produced <br />the most desirable results. Early spring seeding may be desirable for some stages of the <br />mine. The final determination will be made at the appropriate time with due consideration <br />for soil moisture conditions, weather patterns, etc. Soil in the mined area will be <br />scarified and harrowed prior to seeding. Traffic will be diverted away from the areas <br />where seeding is to occur. <br />Fertilization will be included in the seeding process. Application rates will be determined <br />at the time of seeding. <br />Seed mixture and application rates will be determined by the local soils conservation <br />district. Seeding will be done by the use of a seed drill whenever possible. When drilling <br />is not possible, seed will be hand broadcast at the rates determined by the soil <br />conservation district. <br />3. This reclamation plan is a continual and ongoing part of the mine. Best management <br />practices will be used at all times to protect the safety, health, and environment of <br />everyone involved at this site. <br />These items are all part of our current reclamation plan.
