It is regrettable that we could not have discussed <br />some of the new requests before the letter was written. <br />There appear to be some basic misconceptions about the Slab <br />Canyon quarry, and its operation. <br />EXHIBIT D = inln Plan <br />1. The future Phase 5 haul road is located outside the <br />amendment boundary because that location will cause the <br />least disturbance. It is not set In stone however, .end <br />actual location will depend upon final engineering and <br />agreement with the landowner. However, since this l:a the <br />most logical location, we will Include this area wltliln <br />the State Permit at this time. <br />2. HOLNAM accepts that an amendment to this permit will be <br />submitted before disturbance in Phase 4 and Phase 5 <br />areas. We, however, do ask for the permit boundary t:o <br />follow the claim boundaries, plus the road location <br />requested !n Item No. 1. Bonding at t6ts time will tie <br />limited to Phases 1 through 3. <br />3. The adequacy review states that structures must be ak~le <br />to "handle" the various storms, but "handle" has not been <br />defined In technical terms !n any departmental criteria <br />that I have seen to date. No acceptable release rates <br />have been given by the Division, and the concept of <br />"containment" would be legally unacceptable to downstream <br />water users. Included are additional data and <br />calculations to demonstrate the effectiveness of the <br />proposed reclamation. <br />4. Ofisite runoYi will be released at a velocity of less <br />than 5 feet per second, and additional drainage details <br />are included. <br />5. A study of the stability of the loadout benches is <br />Included. The benches will be stable as designed. <br />Gabions, or rock buttresses are not needed. <br />!. <br />
