Mountain Ave. <br />Fort Collins, CO 80521 <br />Attn: Mr. Rex Burns <br />RE: Slab Canyon Quarry Permit Amendment <br />Dust suppresent Program <br />Dear Rex, <br /> <br />Holnam bas initiated a dust suppresent program on both the <br />private haul road from the Slab Canyon Quarry and County Road <br />21. The first application of Coherex was made on <br />October 10, 1993. This application covered the private haul <br />road, and County Road 21 for a distance of approximately two <br />miles, or to a point east, and around the corner from the <br />Monroe Ranch headquarters and hay fields, which were the <br />areas most effected by dust. <br />Coherex is an environmentally sate binder that !s not <br />dependent on water absorption for effectiveness. It also has <br />a build-up characteristic so that successive applications <br />will be more effective. It Is anticipated that the early <br />applications will have an effective life of approximately six <br />months. <br />Holnam has scheduled two applications for the 1994 season. <br />Equipment availability was insufficient to do an initial <br />heavy application over the whole road to the intersection <br />with County Road 19 at one time, however, as the 1994 <br />applications are applied, and the build-up becomes effective <br />on the previously treated road, the surplus product will be <br />used to extend the treated area to County Road 19. <br />Holnam, through its hauling contractor, has been maintaining <br />County Road 21 since the Company took over its own mining <br />operation at Slab Canyon. In addition to the dust <br />suppresent, the Company grades the road on an as-needed <br />basis, probably on the average of once every two weeks. <br />Certain areas of the road would be Improved by a gravel <br />appllcatlon, especially In conJunction with the dust <br />suppresent appllcatlon, however, the County has not allowed <br />the road maintainer to obtain gravel at the Horton Plt, ~rrhlch <br />is approximately one-half mile from County Road 21. Any <br />other supplies are at a much greater distance. <br />1. <br />
