<br />ITEM 1 - EVALUATION OF PHASES 1 AND 2 <br />The wording here should clearly imply Judgement of the <br />reclamation as ongoing, not as complete. Phase 1 will <br />be completely installed, except for the sand stockpile <<rea, <br />by that time, but Holnam will not have applied for rele«se <br />from bonding because of the stockpile area, and posslble~ <br />ongoing planting and experimentation. <br />Phase 2 will still be under operation for limestone frorti the <br />southern pod when it will be necessary to start sandstone <br />production and road building !n Phase 3. However, <br />reclamation should be completely Installed In the northern <br />pods at that time. <br />ITEM 6 - TOPSOILING <br />The wording here allows for no variation. Holnam believes <br />that the sand/manure mixture will be satisfactory by Itself, <br />especially in light of the fines ratio as determined by <br />Empire Lab's analysis. Adding further topsoil could be <br />detrimental to the reclamation, since it would provide much <br />more surface fines which would be exposed to the high winds <br />of the site, and would be transported and eroded. The water <br />erosion of these fines would then deposit them In the tree <br />pads, where they would both inhibit the infiltration rats: of <br />the runoff water Into the tree pads, and their accumulation <br />would reduce the effective volume In the tree pads. <br />Holnam is experimentally fertilizing and planting an are:x of <br />sand In the spring of 1994, and if this experiment prove:: <br />successful, requests that the requirement for additional <br />topsoiling be dropped. <br />2/5/94 P.E.T. <br />
