ITEM 1 - EVALUATION OF PHASES 1 AND 2
The wording here should clearly imply Judgement of the
reclamation as ongoing, not as complete. Phase 1 will
be completely installed, except for the sand stockpile <<rea,
by that time, but Holnam will not have applied for rele«se
from bonding because of the stockpile area, and posslble~
ongoing planting and experimentation.
Phase 2 will still be under operation for limestone frorti the
southern pod when it will be necessary to start sandstone
production and road building !n Phase 3. However,
reclamation should be completely Installed In the northern
pods at that time.
ITEM 6 - TOPSOILING
The wording here allows for no variation. Holnam believes
that the sand/manure mixture will be satisfactory by Itself,
especially in light of the fines ratio as determined by
Empire Lab's analysis. Adding further topsoil could be
detrimental to the reclamation, since it would provide much
more surface fines which would be exposed to the high winds
of the site, and would be transported and eroded. The water
erosion of these fines would then deposit them In the tree
pads, where they would both inhibit the infiltration rats: of
the runoff water Into the tree pads, and their accumulation
would reduce the effective volume In the tree pads.
Holnam is experimentally fertilizing and planting an are:x of
sand In the spring of 1994, and if this experiment prove::
successful, requests that the requirement for additional
topsoiling be dropped.
2/5/94 P.E.T.
