C@l <br />Dear Ms. Thortipson: ~ _ _, -_ _ ~~ <br />Periodic maintenance discharges from the New Elk prep plant thickener are to be v ;y <br />contained in sediment Pond 007. The effluent will be piped to a ditch south of Pond 006. ; <br />which will run east to Pond 007. - - <br />The thickener feed material is 94.5% water, 5.5% solids, and a small portion anoinic ~ <br />• and cationic flocculants. The solids are composed of fine rock and coal which passes - <br />through the fine coal circuit of the preparation plant. Flocculants are Nalco brands 8872, <br />- .which is a slightly anionic high molecular weight setting agent, and 8852, a moderate _ .. <br />- molecular weight liquid cationic coagulant. <br />Astage-volume analysis for Pond 007 was done to'show the volume of a thickener <br />• discharge, plus the volume of a 10 year-24 hour event. The sediment storage capacity <br />under these conditions is 1.62 Acre-Ft. which puts the new clean-out level at elevation <br />7372'. ' <br />~. ~ - <br />Figure No. 2 shows the flow rate~\and composition of the thickener feed material. <br />A discharge will result in 0.17 Acre-Ft. dt sediment, 2.00 Acre-Ft. of water, 7.00 gallons <br />of cationic flocculant and 0.70 gallons of anionic flocculant. 'this analysis was done using <br />a settling rate of 6 inches/minute and allowing 24 minutes from the time the thickener <br />feed was stopped until a discharge occurs. During a scheduled maintenance discharge of - <br />the thickener, however; a longer period of time will occur and therfore even less solid ' <br />material will be in the effluent. ' <br />- .
