Translime, the bottom 10 feet of the Smokey <br />Hill Limestone Group, and the Fort Hays Limestone (full face) will be used for production <br />requirements as well as the top 15 feet of the Codell sandstone. (See Figure C- 4: Quarry Cross <br />Sections.) <br />Item No. 12 <br />DMG: Provide your plan to prevent damage (due to blasting) to the natural gas pipeline running <br />through extraction cuts 13, 14, 16 and 18. <br />Response: <br />The natural gas line is shown on Figure C-10 -New and Existing Facilities. With respect to Cuts <br />13, 14, 16, and 18, it is planned that the quarry will be operating in the vicinity of the pipeline by <br />year 2022. It is planned that prior to 2022, Holcim will negotiate with the natural gas company to <br />relocate the gas line to another area where it will not be impacted by blasting and other quarrying <br />activities. If Holcim will be mining at a distance that is Iess than 500 feet to the natural gas <br />pipeline, seismic monitors will be installed to monitor ground vibrations due to blasting in the <br />immediate area. <br />Exhibit E-Reclamation Plan <br />Item No. 13 <br />DMG: Rule 6 Section 4. S (2) (c) requires a description of how the reclamation plan will be <br />implemented to meet each applicable requirement of Rule 3 Section 1. Your application states <br />that 'illl applicable requirements ofSectime 3.1 of the rules are addressed elsewhere in this <br />application. " The applicable requirements must be addressed in Exhibit E. <br />Response: <br />Please see the revised Exhibit E: Reclamation Plan, attached. <br />Item No. 14 <br />DMG: Rule 3 Section 1.5 (1) states that grading shall be carried on so as to create final <br />topography appropriate to the ftnaZ land use. Your application's mining plan states that the pit <br />will be backfilled by dumping overburden from trucks leaving a slope at the edge of the backfill of <br />approximately 1.3h:1 v. That slope is not appropriate to the final land use of rangeland. It is too <br />steep to be traversed by livestock (see Rule 3.1.10 (3)). The 1.3:1 slope is too steep to <br />successfully revegetate and prevent excessive erosion and siltation. The presently approved <br />reclamation slope for this permit is 3: 1. It is Division policy not to approve, in a modification to <br />a permit, reclamation measures that are not as adequate as those approved for the original <br />permit. If Holcim wants to propose steeper slopes, your proposed reclamation plan must <br />demonstrate to the Division that Holcim will be able to permanently stabilize and re-vegetate the <br />slopes successfully to rangeland. <br />Holcim Response to Amendment Adequacy Review.doc <br />
