A) Explain in detail how the operator intends to leave these structures with <br />concurrent reclamation? If the areas around the houses are reclaimed as proposed, <br />the operator will have to re-disturb reclaimed areas to gain access to the materials. <br />Thus it must be accounted for within reclamation costs. B) The Geo-Technical <br />Exhibit specifically states that no structures outside the permit boundaries will be <br />affected. Staff will require geo-technical analysis and guarantees that if the houses <br />remain and are occupied that the area left around the houses is stable. <br />7- Please clarify how materials in Phase 5 will be handled. Will materials be processed <br />within the phase or moved to another area? If all other phases are under <br />reclamation Phase 5 is not contiguous to Phase 6 so it appears isolated under <br />current proposed plans. Where will topsoil and overburden for this area be stored? <br />8) Please supply a "typical" diagram of secondary containment structures for lined <br />basins, which should include liner material type and thickness. <br />9) Please explain how any phases can be fully reclaimed with the main entrance <br />location on the far northwest corner. How will materials from Phases 3 through 13 <br />get out without going across proposed reclaimed lands? <br />10) Pit floors must be re-vegetated to be considered reclaimed. Please identify <br />potential crops for planting along with seeding recommendations and cost analysis. <br />The costs should be reflected in Exhibit L as well. <br />11) The dry lands seed mix should include some shrubs such as bottlebrush, <br />rabbitbrush or four-winged saltbush to reflect undisturbed vegetation. <br />12) Staff agrees that some annual weeds are beneficial in the short term for <br />reclamation success. The Division's main concern is monitoring and control of <br />noxious weeds identified by Montrose County for control. Please address the <br />monitoring for potential noxious weeds within the permit boundaries. White top, <br />knapweed, tamarisk and Russian olive have all been observed in the surrounding <br />area. <br />13) Please find attached a copy of the "Response to a Reclamation Permit <br />Application Consideration" received from the Office of State Engineer(OSE). Staff <br />requests a copy of correspondence to the OSE addressing the concerns noted for <br />inclusion in Exhibit G. <br />14) Please address the final deposition of the noted cottonwood grove noted in <br />Exhibit J. If disturbed, does the operator intend to replant trees? <br />15) Per Rule 6.4.10(c), please supply estimated annual production rates for hay or <br />.croplands in proposed disturbed areas as required. <br />
