Please find listed below items that need clarification or correction as noted in this
PAR.
1) Per Rule 6.4.1(2), please provide the location of the main entrance to the site
reported as longitude /latitude or Universal Transverse Mercator (UTM) grid,
2) Map C-1 is very busy. Many key elements are lost or very difficult to discern. For
clarity, staff requests that the map be cleaned up some or possibly split the
information between 2 separate maps. Elevation lines can be reduced to every 10
or 20 feet, there are some lines of unknown purpose and some of the text is lost to
background or clutter. Also, it is important to delineate which 40 acres are to be
removed from the original permit area.
3- On Map C-2, please denote if temporary berms will be placed along the southern
edge of Phases B-2,3 and 4.
4) Please clarify in PLS the exact ratio for the proposed temporary seed mix.
51 Staff questions why the operator will mine permit edges to 2:1 slopes and backfill to
3:1 for final slopes. Backfilling is expensive and mining to 3:1 will reduce the
overall bond liability up front. Perhaps the operator should evaluate the overall cost
of backfilling verses mining to 3:1 to obtain final grades.
6) The operator and owner are noted as wanting to possibly leave the areas around
certain existing houses for mining until the end of operations. Staff has no problem
with this option, however it brings up the following question and requirement.
Office of Office of Colorado
