Each catchment will be at least 800 square feet in area, thereby having a
capacity of greater than 14,000 gallons.
Appendix C contains the calculations to estimate the flow of a 100 yeaz event
for the two subbasins, which aze the same subbasins as in Appendix A..
Appendix D shows the calculations to estimate the necessary size of riprap for
protecting the diversion berms.
7. Cotter Corporation does not propose mining any material, either ore or
waste rock, which is not already covered by the existing Permit No. M-1978-
116. The materials to be placed on the waste dump area of this amendment
application will not be any more toxic-forming than those materials already
allowed by the existing permit. The purpose of the amendment application is
to access the ore body by a shorter route (via the Wright Mine from the south)
than from the already permitted SM-18 Mine portal and waste dump site.
This will result in a large overall reduction in the amount of waste rock placed
on the surface.
Cotter Corporation will make the commitment to do the required sampling
and analyses after mining resumes (after fresh waste rock and ore is broken),
during the initial deposition at the surface. If the test results definitively
indicate that detrimental amounts of toxic materials are likely to be
transported away from the waste rock/ore stockpile area, Cotter will submit a
plan of mitigating actions.
12. Cotter has already forwazded to DMG a copy of the Revised Mining Plan
submitted to the US Department of Energy. Along with the Plan is the
Approval Letter of DOE approving Cotter's plan to use the ventilation hole
site. DOE is the federal agency that manages this tract of land.
If you need other information or have any questions concerning this, please contact Dick
White at Cotter's Nucla, Colorado office at 970-864-7347.
Sincerely,
Cotter Corporation

Dick White
Project Geologist
Enclosures
