proposed mining and reclamation plan specifies development of 132 acres of lake surface. <br />Therefore, under a maximum disturbance scenario there is potential for 132 acres of operation <br />dewatered and excavated to bedrock, Under these conditions, there is likely to be significantly <br />greater hydrologic impacts to the surrounding groundwater users than predicted in the CGRS <br />report. Accordingly, the Division requests that VCI either commit to a maximum extent of <br />dewatering and dry-mining excavation to 73 acres at any one time or submit a revised dewatering <br />evaluation that assumes de-watering excavations of 7 acres and 125 acres at a time of maximum <br />disturbance. If a revised dewatering evaluation is submitted, the evaluation will need to specify <br />whether the VCI de-watering activities will completely dry up the Cache La Poudre river and <br />impact groundwater users on the north side of the river. Please respond. <br />Please refer to attached correspondence and related attachments of 2 July 2004 from C.G.R.S. <br />11. De- Watering -Mitigation Measures: The CGRS Dewatering Evaluation Report indicates that <br />the water level in the Cazbaugh groundwater well will be drawn down 9.24 feet, and that there <br />will be 7 feet of water available to draw from since the original water column was estimated to be <br />20 feet. The Division recommends that VCI consider their de-watering impact on the Carbaugh <br />well and propose mitigation measures that can be used to offset the draw-down. <br />Please refer to attached correspondence and related attachments of 2 July 2004 from C.G.R.S. <br />6.4.5 EXHIBIT E -Reclamation Plan <br />16. Flood Control/Mitigation Plan: Please provide an approvable Flood ControllMitigation Plan <br />for the Durham Pit acceptable to Weld County, US Army Corps of Engineers, and FEMA. Such <br />plan may include plans, designs, and elevations for any flood control dike and/or spillways to <br />remain during final reclamation. <br />Please refer to attached memorandum and related attachments of 6 July 2004 from Anderson <br />Consuhing Engineers, and note at bottom of Revised Summary of Grand Total Reclamation <br />Costs, below. <br />18. 100 Foot Buffer: It is the Division's understanding that VCI will continue to maintain and <br />commit to a 100 foot buffer between the reclaimed pond edge and the top of bank for the Cache <br />La Poudre river as a part of this amendment application. <br />This is affirmed under the first adequacy review reply.
